    Subject: Public Economy
    Form of study: full-time
    Subjetc´s goals: The goals of this subject areextention and application of knowledge of general economic theory into conditions of public sector. Students gain ability to discuss and explain contemporary economic decision-making principles of public sector in connection with societal responsibility of decision-making bodies.  Subject study is concerned on heart of existence, functioning and mission of public sector in condition of state with mixed economy.  The subject devotes attention to extent, structure and financing question of public sector.
    Learning outcomes: Graduates of the relevant course will demonstrate:
    • skills:
    • main terms of public economics and economy area;
    • mission and structure of public sector and its separate branches;
    • manners of separate branches of public sector financing and management;
    • problems of reaching and evaluation of public sector effectiveness.xxx
    • abilities:
    • apply the general economic knowledge into condition of public sector;
    • use of economic analysis tools in condition of public sector;
    • evaluate of functioning effectiveness of public sector branches.
    • competences:
    • present, argue and use of knowledge gained by study of public economics and economy.
    Subject continuity: The course builds on subjects “Economics I” and “Management”. These subjects create general starting points (theoretical and practical) for subject study. Public economy subject is application of general economic principles into conditions of public sector; simultaneously these principles are used for explanation of its functioning. Due to basic knowledge of economics are crucial for study this subject. Consequently is very important knowledge of management basement.
    Conditions for successful completion of the course:
    • Group project and its defense and final examination. Group project will focus on basic description of selected part of public sector. Students will have to select any country and do general economic characterization its public sector as a whole or its separate branches.
    • Students will point out main problems connected with selected parts of public sector within condition of this country. They can use basic methods of scientific work for design of public sector problems solution.

    INTRODUCTION INTO STUDY OF PUBLIC ECONOMICS AND ECONOMY

    COURSE OBJECTIVES:

    Main objective of this topic is public sector core understanding with accent on demarcation of basic areas of public economics research and problems, which are object of its investigation.

    As a partial aims we can state:

    1. make the  acquaintance of basic terms used within public economics and public economy areas,

    2. become aware  of the structure of scientific discipline „Public Economics“ and its basic methodology,

    3. understanding of basic relationships between national economy and public sector.

    COURSE OBJECTIVES:

    Main aim of this topic is public sector functioning core understanding with accent on demarcation of its mission and cases of its existence.

    As a partial aims we can state:

    1. demarcation of mission, aims and functions of public sector,

    2. Explanation of causes its existence with evaluation of objectiveness and subjectivity level public sector existence,

    3. Description of public sector structure by needs theory and goods theory,

    4. Discussion of justifiability production and form securing selected services and goods via public sector.

    Main aim of this topic is explanation of financial core of public sector. Further, we point out main financial sources exploitable for financing of separate branches of public sector. 

    As a partial aims we can state:

    1. explanation of basic terms, which are used by public finance and tax theories,

    2. description specific financial relationships and operations that are created in national economy between state on the one side and other economic subjects on the other side called as public finance,

    3. introduction to basic of tax and tax theory.

    2. acquaintance with general but also specific impacts of these tendencies,

    COURSE OBJECTIVES

    Main aim of this topic is giving basic information about possibilities of objectification of decision-making process on allocation of resources within public sector. Simplified cost-benefit analysis in specific conditions of public sector will be introduced. Student make familiar with problem of evaluation costs and benefits public projects.

    As a partial aims we can state:

    1. explanation of possibilities of cost-benefit analysis public sector implementation,

    2. expression of basic single - criterial economic analysis usefulness for public sector conditions,

    3. understanding of basic use of cost-benefit analysis in selected branch of public sector.

    2. familiarization  with particularity management, budgeting and financing this branch namely all level of health facilities (hospitals, clinics, private provider of health services and health insurance companies);

    3. description basic causes of tendency to ineffectiveness of department of health services.
