Introduction to the topic:

Subversive threats refer to the phenomena that undermine the stability of the state, the established system and institutions and can cause conflict in society. This includes not only influential or subversive activities of foreign state actors; but also activities of non-state entities, including extremist and paramilitary groups or terrorist organizations. These actors may use a variety of tools, including economic, cyber, psychological, or informational. Subversive threats thus comprise extremism (political or religious), terrorism, cyber operations, information campaign and others. They are closely related to the so-called hybrid interference, which seeks to reduce the enemy's advantage by other than strictly military means.
